Bylaws


1. Committees

For the time being, the duly elected Committees of the Association, their composition and duties are:

A. Coaching and Grading

1.         Shall comprise such elected members, but shall have the power to co-opt further members if necessary, such co-opted members have full voting rights.

2.         Appoint a Sub Committee of not less than three (3) of its members who shall be responsible for the classification of Senior A Referees.

3.         The appointment Officer shall be any person appointed by the Coaching and Grading Committee and may include a suitable person from outside the Manawatu Rugby Referee's Association.

4.         Classify active members of the Association as and when required.

5.         Institute and maintain an effective Coaching programme for the benefit of all members.

6.         Advise the Secretary, in writing, with the list of active members current grading status by the 31st August each year. This list will form the basis for the succeeding year until changed under point 1 a point 4.

7.         For promotion to Senior A status the member must have passed the NZRU Theory Examination Level Two

8.         To maintain Senior A status the member must meet the following conditions;

a.         Have formally sat the NZRU Theory Examination Level Two (2) within the previous two (2) seasons, and successfully passed within the previous three (3) years

b.         Complete a designated Fitness Test, on a annual basis, to a minimum level set by the Coaching and Grading Committee.
2. FINANCIAL

a. Honorariums.

Honorariums shall be determined by the Annual General Meeting and for the time being are set for

1.         Secretary

2.         Treasurer

3.         House Manager

4.         Appointments Officer

b. Subscriptions

1.         The annual subscription rate for members shall be determined at each Annual General Meeting

2.         Subscriptions shall be payable not later than 31st May each year. Any new member joining after this date shall pay the subscription immediately upon being accepted as a full member.

3.         Any member failing to pay a subscription within the prescribed time may be suspended by the Executive and/or consideration taken of in appointments to fixtures, until payment is made.

4.         Non financial members have no voting rights at any Meeting of the Association.

c. Levys

Any levies deemed necessary by the Executive Committee may be set from time to time.

3. OFFICERS

The duties for the time being are:

A. Secretary

1.         Shall carry out any and all duties for and on behalf of the Association as directed by the Executive Committee.

B. Treasurer

1.         Shall be responsible for the accounting of all moneys received by the Association. Generally accepted accounting principles, based on the accrual system, shall be implemented.

2.         Shall make such payments as are authorised by the Executive Committee. All Association cheques shall be signed by any two (2) of the following: President, Vice President, Secretary, Treasurer.

3.         Alternatively the Treasurer may utilise Business Internet Banking to make such payments as are authorised by the Executive Committee. All payment transactions shall be raised and endorsed by any two of the following: President, Vice President, Secretary, and Treasurer

4.         Shall Present to the Annual General Meeting of the Association, an audited Balance Sheet showing the financial activities of the Association for the preceding financial year.

5.         Shall institute and maintain an effective accounting structure from the following

a.         House Bar

b.         Gear Sales

c.         Social Activities

C. House Manager

1.         Shall be appointed by the Executive Committee

2.         Shall carry out any and all duties for and on behalf of the Association as directed by the Executive Committee.

3.         Shall be responsible for the efficient Operation and Housekeeping of all facilities of the Association.

4.         Shall report directly to the Treasurer, and provide timely Financial Reports to the Executive through the Treasurer.

5.         Shall ensure that all Statutory Requirements for the operation of the House are implemented and maintained.

D. Gear Steward

1.         Shall be appointed by the Executive Committee.

2.         Shall report directly to the Treasurer

3.         Shall implement and maintain an effective system to control the level and sales of such stock as the Executive Committee see fit.

4.         Shall provide the Treasurer with financial details as required under an accounting system implemented by the Treasurer.

4. UNIFORM

The uniform of the Association shall be determined by the Executive Committee, who may alter it from time to time.

5. PUBLICITY

Only the President, or in his absence, such person/s authorised by the Executive Committee, shall make Official Policy Statements or News Releases

2018 Monday Meetings

The 2018 season Monday meetings will start after the date of the AGM has been confirmed.

We will continue the new start time of 7pm this season.

The training programme will be uploaded as soon as it is available in early February.

 
2018 AGM

The 2018 AGM date will be confirmed early in 2018.
